Alcoholism is a disease. DWI is a crime.

This person should have his vehicle confiscated so he cannot drive. He is incapable of living without alcohol and cannot be trusted to keep himself from driving drunk.

Further delay in confiscating his vehicle puts us all at risk that he will kill. New Mexico has seen plenty of tragedy caused by drunk drivers who should have had their vehicles confiscated. Enough is ENOUGH!

Will the judge give him one day or two in jail--if that! Something needs to be done with our judges who endanger us as much as these drunks.

I guess I don't understand NM's DWI laws. How can someone be arrested even 4 times and not go to prison? Are the laws that lax?

"Rachel O'Connor, Gov. Bill Richardson's "DWI czar" for five years, said Vigil's 22 arrests may seem shocking, but it is no record for New Mexico. At least two other men have had more DWIs — 26 in one case and 23 in another. "

WHAT THE **!*! Is Ms. O'Connor proud of these 'records'? One would think she would not be marketing this information, but trying to end this kind of behavior. I might have expected her, were she really the 'DWI Czar', to say they were finally going to lock this guy up and throw away the key!

NM is the poster child for repeat DWI. I'm sure this fellow will be released soon and be back on the hwy.
This is a classic example of a state with a DWI process that is not to be taken seriously.

Party on!

It's being proved over and over, no treatment, no change. One cannot wish the disease of alcoholism away. It's difficult enough to manage it sober.

why is this man continually allowed to drive drunk? why are his charges dismissed? will we have to wait until some innocent man, woman, or child is killed by his negligence? what does it take?

What a joke. This is not the first, or last time someone will rack up this many DWI's in NM. All the comments in the world will not change anything. His last name is Vigil...carte blanche for at least 8 more. Let's make it an even 30. Call Guinness Book of World Records, great PR for NM.

This is a clear case of serious alcoholism, but also incompetent legal systems. Why are there two pending DWIs and the guy is still able to drive? With his history his car should get "booted" or an interlock device installed.

Alcoholism is a disease, and the disease needs treatment. However, the recidivism rate is very high, and so we need other measures, like interlock devices and jail.

Treatment is a cash cow industry. It's great to offer to someone who wants it and can lead to long term sobriety, again if the person want's it. Otherwise, court ordered treatment and AA meetings serves little purpose.

I just drank an entire botlle of vodka for breakfast, it was really great. Now, I'll go drive around the Plaza...this is the only way that I'll get my record number of DWI's back...I am hoping for 30. The "CZAR" gives you a gold star if you 30 before you're 40...and Judge Vigil will let me out in time for lunch. I LOVE NM!
