All boaters should be trained in safe boating and emergency procedures. You should be required a license to pilot a boat just like a car. 37' and there is plenty of room for an epirb and survival raft. Sometimes abandoning ship is done too soon. In this case the boat was found with damage but not sunk. A tag line to a smoking vessel is better than treading water and drifting from a "smoking signal". More than likely the proper gear, minimal training, calm heads, could have changed the outcome. My heart goes out to the families for their loss.
