Construction to the Lewis and Clark Water Pipeline project along 85th Street in Sioux Falls.

A tornado warning has been issued for southeast Clark County and southwest Hamlin County until 4 p.m. Shortly before 3 p.m., Doppler Radar indicated a tornado six miles northwest of Willow Lake, moving east at 25 mph, according to the National Weather Service in Aberdeen.

The rainy weather didn't stop the Lewis and Clark tour. Lewis and Clark Regional Water Project officials guided more than 100 people from around Minnesota, Iowa and South Dakota.

Today's cold, wet weather isn't slowing down progress on a tri-state water project.
