The Harford County Council's second of two public hearings on the proposed 2013 budget Wednesday drew a small group of speakers with a wide range of requests, from urging the council to support the Humane Society building expansion to funding schools and expanding the Churchville recreation center.

Martin A. Fischer, 21, of the first block of Clayton Street, who was being held at the Harford County Detention Center, was arrested on a bench warrant Tuesday in a case in which he was charged with vandalism.
