CHESTER - Sometimes there's no simple explanation for a striking statistic. Liberty County residents and other observers are pleasantly perplexed over exactly why the county north of Great Falls along the Canadian border had the biggest 10-year population gains in the 2010 census among 14 counties in the Great Falls trade zone.
