ROCK HILL A North Carolina man arrested by Winthrop police after he sped down Cherry Road without a driver’s license was charged with damaging city property after he kicked out the window of a Rock Hill police officer’s patrol car on Sunday.

Anthony D. Bell, 31, of 648 Ohio Apt. E was arrested for Domestic Battery after an incident in the 800 block of North 9th on 4/16/13. He was lodged in the Adam's County Jail.
