Joint board discusses Devils Lake outlets
Valley City's Mary Lee Nielson, from left, Barnes County Commissioner Cindy Schwehr, Manitoba Deputy Minister Don Norquay, North Dakota State Engineer Todd Sando and Governor Jack Dalrymple were among the members of a joint advisory committee discussing the operation of the new outlet on East Devils Lake at a meeting in Carrington on Tuesday.

He was born Aug. 22, 1941, to John and Laura Martin in Cathay. He was once married to Sandy White.
He married BettyLou Wells on Nov. 19, 1950, in Carrington. He entered the Army and served in the Korean War in 1951 and 1952.
Joel was born March 30, 1953, in Valley City, to Orvel and Patricia Baldwin. He moved with his family to Carrington where he graduated with the class of 1971.
