Capitan tempers flare

"I've been threatened by the mayor. I'm leaving," said Capitan Trustee Jim Davis as he rapidly exited the Capitan Village Hall meeting room Tues-day, while Mayor Sam Hammons, Village Attorney Zach Cook and the remaining trustees were still in executive session.

Ligation:–noun 1. the act of ligating, esp. of surgically tying up a bleeding artery. 2. anything that binds or ties up; ligature.

I think perhaps the author meant "litigation."

You sure are right on the vocabulary but who cares? The scandal is not whether or not there is a "ti" missing in a word - the scandal is how Sam Hammons treats people that want to know what's going on and why.

Capitan trustees and citizens do have a right to know but it seems to be a dear old habit to make them shut up by all means - be it Kay tells them to shut up because "this is no circus" - be it that Lilly tells Virginia to shut up because the policy doesn't allow her to speak (ask the mayor to put your issue on the agenda and then we will decide if we want it there)- be it Sam attacks Jim Davis - be it Sam orders Officer Barnett to kick Jay Seidel out of the meeting.

In addition to the many other scandals this is a very good example for what's going wrong in Capitan. A performance like this is what you have in dictatorships and in communist countries - it's a shame for a village in a free country like America.

Obviously this is not really the land of the free but Capitan sure is the home of the brave as long as there are people like Jim Davis and Jay Seidel.

It's not that's all there is to comment on... Afterall, it's politics as usual in Capitan, so I'm not all that surprised by the meat of the article. I just thought it was rather sloppy of Ms. Carter and the RN editor.

Julie thank you for a great article.
Village paid for Kay to get a clerk certificate and she does not know how to run a election, nor how to maintain records. Money well spent?? Then police department, and governing body lying to the public and for what? All this seems to be costing the Village big bucks for an attorney. Money well spent??
What is so interesting, it's all the maddness that the Mayor and his hateful words about the last Mayor. During the campaign and after. "Village Hall will be open for 5 days a week says Hammons, then goes back to 4 days a week". HMM "The last Mayor had lots of law suites", and Hammons has how many now and coming?? HMM
I could list alot more that was mention by the good ole boys during the campaign, so eat CROW. What goes around, comes around.
George Tippin, take notice of the Village Clerk and the Chief of Police and the money that has been spent for poor management or corruption. Is this what you want to continue if you get Mayor??

anyone know when kennedy became certified?
something seems awfully fishy about this. he was just filling in? how many days did he fill in?
and if he is so on the up and up why did they have someone else sign a ticket?

Can a certified officer work as a cop when he is nowhere hired as a cop? I mean doesn't any body need to authorize him do act on behalf of the PD, the city or the state? I mean he needs a badge and a number - who gave him the badge? Who authorized him - isn't it impersonating when he works as a cop without being hired as an officer? I doubt the attorney's words it wasn't a legal problem when Kennedy "helped out". Who defines what "fill in" and "help out" means? How many hours? Who calls him and asks him to "be a cop for a little while"?

My question is - WHO IS RESPONSIBLE FOR THIS? Whose idea was this? And why wasn't any body informed about it - not the trustees, not the citizens? What's the deal? Does Capitan have the finances to pay four officers? When you need Kennedy why don't you just hire him according to the usual and legal procedure?

This whole thing is insane! The article is very good. You could imagine being in the audience and seeing this all play out.
Sam Hammonds sounds like a loose cannon, someone needs to pull the reins on this guy.

Can Davis run for mayor? Sounds like he has alot of guts and not afraid of this make-believe administration.

Don't forget Mr. Seidel. Davis and Seidel give many people hope. I for one hope that there will be others that stand up, too. They are not alone, there are many that think the same way. All they need to do is stand together.

Yes, thanks for the correction. Mr Seidel sounds like a very good man too. In my original post I was just referring to those elected officials. But you are right, all the good people that stood up and questioned these actions should be commended.

is anything being done about this? like civil or criminal investigations. i have heard some awful stories about the capitan police. dont know if it is all true but i know about my own experience and i am mad and i think an outside investigation is warranted

The GOOD people of Capitan have had enough and began to stand up several monhts ago and say ENOUGH. And now the mayor and TRUSTEES know it is now or never to fix it at their end. They cannot hide the truth anymore and they are begging to be included in potential lawsuits. All except, Trustee Davis, who has and continues to try to fix this complete and utter insanity that has been placed upon this town by ..well, we all know... The elephant in the room et al.
