This character is a chronic offender though he has not always been convicted.

He broke into a Cameron home and kicked a Chihuahua to death several years ago. A year later, he broke into a Moundsville home and beat a man. Then he torched the Cameron Drug Store gift shop. Now there's this. James Manganelli needs to be put away until he's too old to be a worry to local citizens.
