Liberal social engineering at its finest!!!

The Maryland Board of Education has established, and reaffirmed, a minimum "requirement," for high school graduation and awarding of a diploma, but because the anticipated results (based on testing) don't fit within the social engineers' vision of an idyllic Maryland, the board sets out to develop a way to circumvent its own requirement. Way to waffle!!! Don't like the answer ...well, just change the question.

Hey, I have an idea; why don't all Maryland high school students boycott the High School Assessment test, in favor of the alternative plan? That way everyone would be held to the same standard!!! Oops, can't do that because then there would be no one left meeting the state's mandated "requirement."
