Blountville man facing child abuse, child neglect and aggravated child endangerment charges
Toby Edward Douglas, 20, of the 500 block of state Route 75, has been charged with two counts of aggravated child abuse, and one count each of aggravated child neglect and aggravated child endangerment, according to court records filed in Sullivan County.
