Receiver named for Picacho Hills utility

A district judge in Las Cruces named Bob Martin, a retired banker from Silver City, to manage the utility - a move that removes control from the utility's owner and president, Stephen Blanco, according to New Mexico Public Regulation Commissioner Jason Marks.
