Towles, 22, of 29790 Route 3, Black River, was charged by Watertown police Wednesday afternoon in the 300 block of Mill Street with first-degree reckless endangerment, first-degree unlawful imprisonment, both felonies, and misdemeanor charges of forcible touching and second-degree harassment.
