The CIA's first behavior modification program was Project Bluebird, initiated in 1949. The primary goal of this CIA project was to develop and refine control over the mind and human behavior for the purpose of espionage, counter-espionage, and the clandestine manipulation of global politics. Many people find it hard to believe that the U.S. government would be involved with any form of mind control. Yet thousands of pages of declassified documents from Project Bluebird and other top secret CIA projects prove beyond any shadow of a doubt that not only was the CIA involved in behavior modification, they were very successful at it.
