President Barack Obama on Friday quietly ended the Bush administration's ban on giving federal money to international groups that perform abortions or provide information on the option. Liberal groups welcomed the decision, while abortion rights foes criticized the president. As of August, Stephen Paul McCaa, 39, owed $20,147 to the grandparents caring for his two children living in Wells, a small town a few miles northwest of Lufkin, according to information from the Texas Attorney General Office's Web site.
