Joseph Morin, of Belcourt, is charged in federal court with arson. The charge carries a maximum penalty of life in prison without parole.

A Belcourt man with five drunken driving convictions has pleaded not guilty to manslaughter and reckless endangerment in a fatal crash that authorities allege he caused while driving drunk again.

He was born Oct. 23, 1951, to Steven and Mary DeCoteau, in Belcourt. He married Jeanette Allery on April 19, 1973, in Rolla.
