BALTIMORE - Referring to them as "bad apples," union officials admit it does appear that at least some of the 13 correctional officers from the Baltimore City Detention Center who were indicted last week acted outside the scope of their authority.

In light of the federal indictment of 13 Baltimore correctional officers, retired corrections officers said Tuesday that reviews of employees and protocol being used are unprecedented.

With the city putting together a plan for adding 10,000 families to Baltimore, this is a good time for interested Baltimoreans to weigh in.
