It is not a violation of 1st Amendment rights to outlaw distribution of pamphlets on private property. If they want to leave pamphlets on the sidewalk or stand in the middle of the street and distribute them to takers then go to it. However, every member of the public does not have the right to trespass on my property. If I post a "No Trespassing" sign you can be sure that I can call the sheriff to have any interlopers removed, whatever their intentions. We don't need a new ordinance. We need enforcement of existing laws, perhaps a "DO NOT POST BILLS" list similar to the "DO NOT CALL" list.
