Two men accused of using an Alpena bar to dispense cocaine have been arraigned in Alpena County District Court, reports alpenanow.com Kevin D. Millard, a bartender at the Dry Dock Bar, 109 River, has been charged with four counts of delivery of less than 50 grams of cocaine.
