wHY WAS THE ADDISON FIRE UNIT NOT RESPONDING TO THE CALLS??

Why did Addison Fire Department not answer their calls? A life could have been saved. How long after the phone calld did anyone respond to the fire and why did the person who was calling not try to see if someone was in the family room ??
