A Bulgarian police officer crashed his private car and took a hostage in a random turn of events apparently caused by a mental breakdown .

Of the 35 projects, eight are in the Environment sector, ten in Transport , two in Integrated Urban Transport , one in Economic Development and 14 are horizontal measures.
